Ultimately we can do our little part by not throwing our trash anywhere and by recycling. Here are some tips that I can share that I will be useful to help save Pasig River.

Reuse items like bags and containers when possible.
Use cloth napkins instead of paper ones.
Use reusable plates and utensils instead of disposable ones.
Use reusable containers to store food instead of aluminum foil and cling wrap.
Shop with a canvas bag instead of using paper and plastic bags.
Buy rechargeable batteries for devices used frequently.
Old newspapers make great packaging material.

We can help save our rivers in our own little way by NOT dumping trash in them. I also think it would help a lot if there were law enforcers assigned to man these areas especially the Pasig River but if there aren't, we,civilians must be vigilant not to allow irresponsible people pollute our waters.

It's also best to start the practice of proper garbage segregation and disposal at home and get everyone in the family involved in it, even the children. Reuse. Reduce. Recycle.
