Pres. Ferdinand Marcos Jr. presented the distinction during the 123rd Labor Day celebration held at SMX Convention Center Manila in Pasay City on May 1, 2025.

The theme of this year’s celebration was “Manggagawang Pilipino, Kaagapay sa Pag-unlad, Sandigan ng Matatag na Bagong Pilipinas” (“Filipino Workers, Partners in Progress, Pillars of a Strong New Philippines”).

Alagaban was joined by EDC president Jerome Cainglet, human resources management group head Ma. Cecilia Batalla, Bacman facility head Engr. Marcel Rosario, HR operations and people relations head Jose Noel Luna and production shift head Engr. Arcadio Rebancos.

The TOWER Awards, presented by the People Management Association of the Philippines, the Rotary Club of Manila and the Department of Labor and Employment (DOLE), recognize exemplary Filipino workers who have demonstrated outstanding skills, dedication and positive impact within their respective industries.

Alagaban’s award-winning project, “Modification of Risers 1 and 2 in Palayan Power Plant,” was implemented in January 2021 to address operational limitations following the upgrade of Bacman’s turbine/generator units. His innovative solution helped optimize plant performance and improve cooling efficiency, delivering a projected P61.32 million in additional annual power generation and another P18.396 million in savings through enhanced system performance.

Maintenance engineer Paolo Digo also received a nomination for his project, “Replacement of Palayan Air Compressor with Oil-Free Unit.”

Both Alagaban and Digo were further celebrated during a simultaneous awarding ceremony organized by DOLE Region 5 in Ayala Malls Legazpi City in Albay.

Eduardo Jimenez, head of the EDC Bacman corporate relations department, in an interview with Radyo Pilipinas Albay, said these recognitions are clear testaments to the effectiveness of the company’s programs focused on the welfare, safety and development of their workforce.

“This opportunity is translated into practical mechanisms and strategies, showcasing their skills and ability to enhance their work,” Jimenez said. “It also validates our efforts to provide a safe workplace and equal opportunities for all employees to grow and excel.”

Jimenez further emphasized EDC’s commitment to being a “constant protector” of the rights and welfare of its employees, going beyond mere compliance with the country’s labor laws.
